今天早上我听一个经济学的英语音频节目New Books in Economics by Marshall Poe。一个德国作者讲他的新书：2008年的次贷危机以来，特别是这次疫情中，现代货币理论得到了全新的市场。概括起来就是：一个主权国家只要把外债控制好，国内财政支出是没有上限的；一定不要受到税收的限制，必须以充分就业为起点；货币只是一个计量单位；央行只是政府的玩具；需要多少信贷就可以发放多少信贷；跟存款是没有关系的；财政赤字完全应该、而且可以货币化。

听着听着，我怎么觉得这像是歌颂我们中国过去42年的经济政策呢！八十年代，本人在央行工作过几年。当初的央行刚刚从财政部独立出来（还在一起办公）。建设银行只是财政部的一个局级单位。咱们三家都在一个大楼里办公，暖融融的。

直到90年代，我们的银行贷存比例经常在100%以上，我们的银行是不受存款限制的。我们的央行每年直接给商业银行贷款。它与公开市场业务，都是一锅煮。不管我们的存款机构有没有存款保险，所有存款机构的存款都是政府的责任。我们的央行不仅给金融机构贷款，还直接给政府贷款。一直到90年代央行下属竟然还有信用社。你信不信？

这么多年来，我们学习西方的经济理论、金融制度，和央行的独立性。可能都是浪费时间？

Yet, one criticism of her book and of MMT generally is that its proponents, examples and policy proposals are overwhelmingly American and built on assumptions about having a sovereign and dominant global currency. Ever since Donald Trump assumed the US presidency in 2017, Washington has been ramping up efforts to contain the mainland's rise by, among other things, playing the "Taiwan card" more frequently including selling more advanced weapons and sending higher-level officials to the island, and sailing US aircraft carriers very close to the island in a display of military muscles. Such acts pose a serious threat to peace and stability across the Straits and have emboldened the island's separatists to more aggressively seek "Taiwan independence".

The island's ruling Democratic Progressive Party, too, has been pushing its "Taiwan independence" agenda since assuming power in 2016 by refusing to acknowledge the 1992 Consensus that there is only one China, and serving as a US pawn against the mainland in exchange for US support.

There is only one China, so there is no so-called middle line of the Straits. The PLA navy is fully obliged to safeguard the nation's core interests, so it is entitled to send aircrafts near the island, even more frequently.

Beijing is determined to defend the nation's sovereignty and territorial integrity at all costs. If the US keeps playing the "Taiwan card" and the DPP intensifies its activities to seek "independence", the mainland will take appropriate countermeasures. And if the Taiwan authorities cross the bottom line, Beijing will be forced to take necessary strong actions to prevent the division of the country.

It is in this context that Chiu proposed to resume talks and exchanges with the mainland. However, despite Chiu's seemingly well-intended move to seek dialogue with the mainland, his remarks exposed the hypocrisy and maliciousness of the DPP.

It is well known that the 1992 Consensus' core meaning is that the mainland and Taiwan belong to one China. It is a principle reached by the two sides in the spirit of shelving the differences while seeking common grounds, and is the political premise of exchanges between the two sides and the peaceful development of cross-Straits relations.

It is based on this principle that the two sides have carried out cooperation and exchanges, both at government and private levels, over the years, benefiting economies and improving livelihoods of both sides.

By claiming the 1992 Consensus is a political framework the mainland forced Taiwan into accepting, Chiu distorted the facts and failed to show sincerity to carry out talks with the mainland. Rather, it risks exacerbating the already frayed relations and deepening distrusts between the two sides.

Chiu's remarks revealed the DPP's aim to seek "Taiwan independence" by denying the 1992 Consensus, and its ill intention to shift the blame to the mainland for a failure to carry out cross-Straits dialogues.

Facts have proved that the 1992 Consensus is the biggest common ground found by the two sides across the Straits, and it has facilitated exchanges of the two sides. It is in this sense that Chiu's call for reaching "constructive ambiguity" is pointless and should be rejected.

What's more, the DPP authorities carried out de-sinicization and secessionist activities, revising the so-called "national security acts" and "anti-infiltration law" to obstruct exchanges between the two sides. At the same time, they collude with anti-China forces, acting as a political pawn of the US to suppress the mainland and provoke discord.

These acts have directly jeopardized the mainland's core interests of sovereignty, security and development. They aggravate the principal contradiction between the two sides and escalate confrontations in public opinion, policies and the military field.

Thus, Tsai's call for "meaningful dialogue under the principle of equal dignity" and "peace and stability between the two sides" is rank hypocrisy.

The mainland will not accept the DPP authorities' false position of "one China one Taiwan", nor will it accept their violation of its core interests or dialogue under the framework of "one China one Taiwan".

As we know, Taiwan's security lies in the peaceful development of cross-Straits relations. It can't be guaranteed by so-called "Taiwan-US relations", relations between Taiwan and Asia-Pacific countries and militarizing the island. Only when Taiwan authorities go back to the position of "Taiwan and the mainland belong to the same China" and stop secessionist activities can the two sides reconcile. A future of reconciliation and dialogue between the two sides and the Taiwan Straits' security is in the hands of the DPP authorities.（End）
